got it. Howton SA was where he was arrested 50 years ago. 50 steel bars represent the jail where he spent 27 years for terrorist activity.

I do remember its made from about 50 by 10 meter poles of metal that have each been cut in such a way
as to present the portrait from one viewing position at the base..

i got this from net surfing a couple of days ago. i think its in South Africa. i've searched my history but cannot find where i got it from. Will do better next time!!
